Introduction

Public policy and governance are central to how modern societies manage urban growth. This note examines public policy analysis, the dynamics of urbanization, and the core elements of governance.

Public Policy

Public policy simply means a decision put forward by government in order to address certain public predicaments, with the aim of achieving a specific goal in society.

However, major policies embarked upon by government usually involve an analysis — a systematic process and procedure of appraising and comparing policies in order to examine their efficiency, that is, their cost-effectiveness and cost-benefit.

Cost-effectiveness is usually measured in physical units and compares the cost of achieving a specific objective, which helps in determining the least costly way of achieving that objective. Cost-benefit analysis, on the other hand, determines whether the benefits outweigh the costs involved in implementing a policy. For example, weighing the cost of constructing a road against the benefits it brings to the lives of commuters.

Urbanization

In a nutshell, urbanization implies a process in which a large number of people — that is, an increase in the proportion of the population moving to urban centers from rural areas — leads to the growth and expansion of cities, ultimately resulting in the overstretching of amenities provided in those cities.

Challenges of Urbanization

Governance

Governance simply refers to the process by which authority and power are exercised in managing the affairs of the public. It also involves the ways decisions are made and implemented by the government.

Governance, in a nutshell, is the exercise or implementation of government decisions to provide public policies and services, manage funds responsibly, and ensure that regulations are enforced.

Conclusion
