Traditional institutions continue to play a significant role in Nigerian governance, particularly at the grassroots level, despite lacking clear constitutional backing. This note examines their contemporary role and the challenges affecting their relevance and legitimacy.

There is a lack of clear provisions stating the roles and responsibilities of traditional rulers, especially given their peculiarities across different regions. This can lead to constitutional or jurisdictional crises between traditional institutions and local government authorities. Local governments are currently recognized as the third tier of government, with their own constitutionally approved roles and responsibilities centred on facilitating development at the grassroots level. The absence of a clearly defined role for traditional institutions creates confusion regarding administrative responsibility between the two.

1. Lack of properly managed structures.
2. The politicization of traditional institutions, which adversely affects their standing in Nigeria — they can be co-opted by partisan interests, lose their impartiality, and compromise the credibility of governance and the electoral process.
3. Resource mismanagement — traditional institutions often lack a proper budget to fund or finance their activities, and there is currently a challenge of proper funding for these institutions at the local government level.
4. Traditional institutions may be undermined in both urban and rural areas due to unclear recognition and issues of inclusion, such as funding.
5. There may be resistance to change due to the traditional nature of the institutions.
6. Traditional institutions often operate alongside modern institutions and may find it difficult to conform to the demands of democratic values and practices.
7. There may also be an erosion of trust and legitimacy — since democratic institutions are widely expected to operate on the basis of accountability, citizens dissatisfied with democratic practices may extend their grievances to traditional institutions as well, leading to a decline in their respect and legitimacy.

Conclusion 

While traditional institutions retain considerable social relevance, especially at the grassroots level, their lack of clear constitutional status, weak funding structures, and vulnerability to politicization continue to undermine their effectiveness and legitimacy in contemporary Nigerian governance.
