1. As stated earlier, local government is the lowest and closest level of government to the ordinary citizens. This makes it the most accessible form of government and the first point of contact between the people and the state.

This strategic proximity to the people makes local government a potentially viable instrument not only for governance per se but also for the promotion of local democracy, self-determination, political participation, and accountability. It also ensures effective provision of welfare services and infrastructure such as primary education, healthcare, markets, rural roads, and sanitation, thereby contributing to overall grassroots development.

3. In many countries—especially Western democracies such as the United Kingdom and the United States—most top politicians and administrators started their political careers in local government. This confirms that local government serves as a training ground for higher political and administrative leadership and helps in leadership development and political socialization.

4. This was also the case in Northern Nigeria, especially in the 1960s, where the native authority system provided opportunities for administrative training and leadership development. Therefore, local government is an important institution of political administration in any state. In fact, there is no country in the world without some form of local government or local administrative structure, although the name and structure may differ.
